CLEARWATER – The city of Clearwater won two awards from the Suncoast chapter of the American Society of Public Administrators.
Parks and recreation director Kevin Dunbar won the Picon B. Floyd Public Service Leadership Award, and the Clearwater Finance Department won the Public Management Innovation Award.
The Picot B. Floyd Public Services Leadership Award recognizes a public administrator in the Tampa Bay region who “demonstrates the ability to provide for effective functioning of a unit or agency,” according to the city’s press release. The recipient also must demonstrate positive conflict management, delegate authority and encourage subordinates to assume responsibility, provide leadership and vision, make difficult decisions during adversity, generate new ideas, listen well to others with opposing ideas and set high standards of personal integrity and moral character.
The Public Management Innovation Award recognizes a local government program that is successful through significant team cooperation, service consolidation, application of new technology, cost savings, and increased program effectiveness.
