City officials add Public Schools Facilities Element to meet state mandate

SEMINOLE – City councilors voted unanimously March 25 to pass an ordinance on first reading that updates the city’s comprehensive plan to include a Public Schools Facilities Element.

The ordinance was mandated under the state’s Growth Management Act, which requires municipalities to amend the Intergovernmental Coordination Element and Capital Improvements Element, replacing previous interlocal agreements with public school systems.

“This is a required, unfunded mandate by the State of Florida,” said Mark Ely, director of community development for Seminole. “It requires close cooperation between the school board and local governments. In the past there was an interlocal agreement but that did not work.”

“Is this another mandate from our leaders in Tallahassee telling us what to do?” asked Councilor Dan Hester.

Ely said it was, which prompted Councilor Peter Hofstra to question how much it would cost the city.

“It’s significant,” said Ely. “There’s a lot of time and work involved.”

Hester wondered if there would be any other unfunded mandates coming in the near future from the state.

“Yes,” said Ely. “There’s a 10-year Water Supply Plan (that the city will have to submit). Even though we get our water from the county, we must do it. But Tampa Bay Water says we have no water issues.”

In other action, the City Council unanimously passed on second and final reading an ordinance that transfers all interest from the city’s Undesignated Fund balance and the Emergency Preparedness Fund into the Emergency Preparedness Fund.

Councilors also gave final approval to voluntary annexation into the city for nine residences.

Those addresses are:

- 9401 117th St. N.

- 9368 117th St. N.

- 4871 100th Way N.

- 11203 Golden Ridge Drive

- 10738 111th St. N.

- 10866 111th St. N.

- 10845 Village Green Drive

- 11276 Freedom Court

- 2.51 acres of Old Ridge Road right-of-way between 102nd Avenue and 213 feet south of Marla Lane.

The council also voted 4-2 to name Tom Barnhorn vice mayor for another term.
