City councilors get tough on illegal parking

SEMINOLE – Motorists who park in undesignated parking areas could soon feel the pinch of the law.

City councilors unanimously passed an ordinance Nov. 27 that amends the city’s code pertaining to vehicle parking in commercial, office and industrial drive aisles.

Motorists who now park in aisles or other illegal locations for more than 15 minutes will be subject to a citation from the Pinellas County Sheriff’s Office.

The amendment affects parking only in business locations and does not apply to single-family residential homes or public uses, which are governed under another section of the code.

In other action, the City Council:

• Conducted a final public hearing and adopted an ordinance changing the name of the occupational license tax to “local business tax.” The change was necessary to bring city code into compliance with state law. State

leaders hope the new designation reduces the number of instances that some businesses use an occupational license as proof of competency to perform various repairs or services.

• Conducted a final public hearing and passed an amendment to the city ordinances allowing construction of private docks on city-owned lakes and submerged land. The measure allows one dock per lot that cannot exceed 192 square feet or 16 feet in length. Docks must be constructed in a location conforming with side yard setback requirements. Homeowners must sign an agreement of indemnity that holds the city harmless in the event of an injury associated with a dock and allow inspection of the property prior to the city issuing a building permit for a dock.

• Passed an ordinance amending the 2008 budget to include additional revenue of $274,213 from 2007 encumbrances of city reserves and provide for a budget appropriation in the same amount for a variety of accounts. Among the larger appropriations are $99,364 for architectural standards, $67,600 for storm drainage, $43,801 for the proposed new Public Works department facility and $19,884 for Recreation Center repair/replacement.

• Authorized City Manager Frank Edmunds to add an amendment to the interlocal agreement with St. Petersburg College regarding Seminole Community Library. Specifically, it deletes a sentence from the definition of “Appropriate Use of Internet Services” that stated the library cannot control the content of the Internet, nor can it restrict access. “On occasion our computers are used for inappropriate purposes and this addresses that,” said Library Director Michael Bryan.
